OK, that's a loaded question.
I think it is safe to say that the conventional notion is that men are more likely to cheat. Going out on a limb here, I'll say that is like the conventional wisdom that men have more sexual partners than women.
The hell with it. I'll risk all and postulate that men and women cheat just as much as one another, and have just as many sexual partners. Certainly, the math works out better: 1 man having sex (cheating or otherwise) = 1 woman having sex (cheating or otherwise). Yes, I'm discounting same sex encounters here.
Now, if you look at the stats and the surveys, you'll see that men always have more sexual partners and cheat more than women. Wait... what if the guys are simply more likely to admit to more sexual partners and cheating? And the gals just lie better?
Doesn't that make the math work as we expect and bring some harmony back into the world? I mean, every guy knows that you have to take the number of sexual partners a woman admits to and multiply by 10 then divide by 3... Of course, you can similarly reduce a man's claim by 30% with confidence.
Are promiscuity and fidelity equal traits for men and women? Do women simply lie better about these things?

That men and women both cheat, but differently.
Men are more driven by their biological urge to bang any hot woman that walks by, but women are more complicated, sneaky, manipulative. And can appear like a total innocent choir girl because she may indeed reject 90% of the guys who are interested. But it's the 10% that really push her buttons that will bring out her wild side. Of course her partner would never suspect a thing. She's a choir girl!
But guys cheat out of opportunity. If he can, he probably will.
So I think men cheat MORE, and are expected to, and women can sense when they're cheating. But women cheat less frequently, more sneakily, and aren't suspected.

and perhaps in somewhat different ways... but I'm not sure the numbers would bear out one side cheating MORE than another.
I'll stick with equal numbers and getting caught (admitting) less. 
I think men pass up on as many women-- 90%? Sounds generous. But this requires a little massaging of the word "cheat."
Sitting at a table near the salad bar in the grocery, I watch maybe a hundred women of all shapes and ages walk by. If one of them turns me on, it's a good day. So if that woman made herself sexually available to me, I'd pursue her. The others? The old bent-over women? The foolish moon-faced office girls? The grumpy homemakers? No, I don't pay them any attention and wouldn't pick up on them when they try to flirt. So I think men are just as choosy if not more so.
In a pick-up lounge, a moderately attractive woman can walk in knowing that she pretty much has her pick of any straight man at the bar. The only place a man really feels that is in P4P. Oh, I know, SOME men, blah, blah, blah...and maybe EVERY man at some point in his life...but not like women.
Master is probably right about the even score since we're all products of the same basket of cultures. As the article pointed out, women are taught from childhood to conceal and fabricate as a survival ploy, and conversely, I suppose, men are taught to brag and exaggerate for similar reasons.
But if the answer could be revealed, I'd say men "cheat" less frequently. If you're cheating you have to be involved with someone to cheat on, and men go years and years sometimes without pair bonding while women usually have a man in their life that they feel themselves partnered with in some way. So even if everyone has more or less the same number of sex partners, men are less likely to be cheating on someone when they're having lots of partners. Of course, providers would obviously be an exception.
That's a good point that men may only find 1/10 women hot enough to bang, (but I don't understand what a moon-face is).

Probably more like 2% of the women. And instead of thinking of it as a man might not like his GF/wife, for long periods he may not HAVE a GF/wife. During that time he might be looking fog a GF of just enjoying being free of all that.

I doubt it very much. Sex is a natural and necessary part of our lives, and if the normal structures of society (Created by people in power seeking to control and exploit.) aren't doing the job, then people will find their own means - which is the way it should be, and in fact the way it does work out.
So, rather than brand the people who cheat as some kind of deviants, I say brand the people who cluck their tongues at them as hypocrites.

I personally think that men cheat more than women, BUT theres a reason for that IMO. Theres an emotional disconnect between men and sex. Men, I think, can literally have sex with 100 women and at the same time be in love with only 1. Hence the married man who is an active hobbyist. For women this is typically, but not always true. Women like to have emotion, a connection and things of this nature when they have sex, make love etc. Men can turn that compartment off and purely just embrace the physical aspect of it. So to me the actual impact of men cheating and women cheating is completely different. If a woman is cheating, to me the relationship is dead or close to it, as she has moved on with her feelings and attention. Whereas if a man is cheating things could be totally fine at home. Is this a double-standard, seems so, but that doesnt make it less true. There are exceptions to every rule and Im pretty sure Ill catch some backlash, but I dont mind. You see it all the time on reality TV, if thats what it is anymore. How many times have you seen the man getting caught, and trying to apologize, but on the flip side when the women get caught not only do they not apologize, but they say its the guys fault and she's been staying in the relationship for purely temporal reasons? Happens all the time. To summarize it all yes men cheat more often, but I think its because we cheat for reasons that mean alot less, then why women cheat. We cheat when we're horny women cheat when they're DONE.
