because these people have no clue about the law.  A few years back an Escort Agency was raided/busted here in NE Ohio.  The mother of the guy that owned the agency (yep, you read that right) did a TV interview and claimed it wasn't an escort biz it was just putting together men and women.  Um Ok.

A few months later the son was given several years in prison.  The judge at trial damn near laughed at this idiot and said something to the effect of calling this a referral business is just insulting to the court and to common sense.  

If I am ever busted with crack I am going to say to the police officer "hey man this is just ground up coco leaves, processed with various chemicals then cooked up and rolled into individual balls.  Nothing illegal here.  Please move along

well.... there are agencies who represent and provide logistics for traveling independent models....

along with promotion....
