It's a funny state, you have to be quite careful because everybody knows someone there and the corridors are not conducive to the hobby, much better for outcall than incall. My opinion only and I know how systems works there..

I do receive e-mails about touring Delaware but I guess one of the reasons I have not been is because I really can't figure out how to get exposure for the area. I love going to smaller cities but this one is pretty hard. It's not like going to the New England board and posting for CT this is more like trying to find out where to even begin.

Philly board some is on the Maryland board. I work close to the Delaware border so it is often easier for me to visit someone in Wilmington or other Delaware place than in Center City Philly.
The Philly airport --which has a lot of less expensive places to stay so often have nice visiting ladies-- is as close to Wilmington as to Center City
I would suggest the philly board if you are targeting Wilmington and both Maryland/philly for Newark. I live in Wilmington and search the philly board
on the Philly board. From Wilmington, the Philly airport area and CC are relatively close and easy to visit. For guys living south of Wilmington in the Newark area, the Maryland board is an option as well, since the travel time to Baltimore harbor and points north of Baltimore (eg, Whitemarsh) is essentially identical to the drive to Philly.
For Southern points in DE (eg, Dover) BP seems like the only option. With a good ad (professional pics to standout from all the crappy selfies, a ter ID # and P411#, etc..) BP in DE can be very effective.
Of course, you can post visiting ads directly for DE on P411 and Date-Check.

Definitely philly boards. I live in Delaware and that's where I always look first.
