It's really about the politics in Montgomery County, and not KOP per se. I'd compare it to the LE aggressiveness in the BWI and Baltimore County areas of Baltimore. A lot of BP stings and reverse stings. They seem to publicize about one sting a month or every other month. Probably less of an issue with good screening and verification, staying off of BP, etc...
I prefer CC Philly. Bigger, busier hotels and (maybe) a little less of the politics of the "moral majority". So what if the parking isn't free? At least I will be...I will be visiting the West Chester area on August 1-3. I am looking for a well reviewed incall provider either the evening of August 1 or August 2 in the South Philly/KOP area. Prefer most menu items.
Unlike center city where there are plenty of places to pay to park, or even on the street with metered parking, it's possible but South Philly is mostly residential and those residents treat on street parking like it's an entitlement. Seriously, do not park in someone's regular street spot or they will get all mafia on you. When I lived there I had a condo with parking. I did not want to get into a turf war. There are a few ladies in South Philly still but they don't advertise as much so maybe search through the reviews?
Most of the ladies that have incalls in town are in center city like me. Of course I considered the parking situation when I selected a located. In King of Prussia you'll most likely be going to a hotel but as long as the lady is discreet and low volume, it should be fine. Just look on the Philadelphia ad board. There are some options.

I originate from South Philly so I can confirm that Alex's assessment is entirely accurate.
I found most of the ladies use hotels in center city and parking is available there. If they are down by the airport be sure the hotel is upscale.

Anyways, look for providers that are discreet, (read reviews) low volume and screen well.
I'll be staying there on my upcoming trip, and I always have when visiting Philadelphia. I've never felt uncomfortable at hotels there, and it's easy for both ladies and the gents to get around and remain under the radar. I had a friend who hosted an incall for a few days as part of a Philly visit, and she told me she felt uncomfortable the entire time - smaller hotels, curious hotel staff, and the area has been know as hot for quite some time.
