The sex industry here is very referral and agency-based. Mostly independents are pretty rare here. Even what seems like an independent lady advertising may really be an agency just using that as a marketing strategy. Most everyone here who hires escorts develops a good relationship with an agency.
This may sound kind of strange, but if you're staying at a five star hotel, you should definitely be able to arrange a lady through the hotel concierge. You'll still be charged more than the locals, but it will probably seem incredibly cheap to you. However this option is definitely riskier in terms of the basic levels of volume of the providers you'll be seeing and you never really know what kind of environment you're going to end up in. People mostly aren't too into heavily violent crimes in Mumbai, but they will swindle a tourist out of money through trickery, slight of hand, or simply overcharging to whatever degree they feel they can get away with in a heartbeat.
No matter what, use condoms and be careful. 50% of sex workers in Mumbai are HIV+. There are lots of activities you can do that are extremely low risk / no risk for HIV, so think about what you're comfortable with exploring.
