Yes, in theory, the police cannot stop and frisk without probable cause.  But in reality and on the street, the guys with the badge and gun can pretty much do what they want.  Your lawyer can argue probable cause before the judge, but you really don't want to be before the judge at all.  On the street, be polite, be cooperative, but don't admit anything.  You do not want to challenge the police unless absolutely necessay.
