It was never so blatant that someone could've called the cops for lewdness or anything, but sure, a hotel room at night with other highrise buildings around. You figure no one is in the offices around you at night but what if someone was watching....?? 
If it was a first floor apartment or something and people are walking their dogs right outside your window, no. The blinds would be closed.
