the best solution would be this.  any state that isn't bordering the ocean, or within 1 state from the ocean should only be allowed 1 electoral vote.  all other states get to keep the same number.

For you unimaginative lurkers, his problem is confusing apples and neutrinos - hanging chads and  the electoral college are only related in both being something that could happen on election days.   Every election count system is going to have some problems, and having a hard copy record is the best way to permit unfuckable review, but the problem of the discrepancy between the popular and electoral vote can only be dealt with by eliminating the electoral college.

Florida's 25 electoral votes gave Bush, the Republican candidate, 271 Electoral College votes, defeating Democrat Al Gore.  And what... the total number of votes for Bush was wha? 50,456,169 while the number for Gore was wha? 50,996,116.... so... a few hanging chads... well wha???   they would have given the electorate to Gore - had they not been hanging...

You fucking moron, any counting system is going to have problems.   Hard copies generated BY THE VOTER may be costly, but most easily reviewable, and therefore best (most efficient) in any close call.

BUT the issue of the electoral college is entirely separate, ie in that the popular vote is not the one that counts.

The concepts are different and related only in that they both happen on election day.  The accuracy of counts or voting method is entirely different idea than whether we count people or electors.

But again, I don't know why I bother talking to a guy who can't follow his own posts.
