Yes, Democrats tried to break the filibuster, but really, the liberal constituency is impatient because Congress hasn't done enough to end the war. Your source says as much:
"Democrats – some of whom had hoped the now Democrat-led Congress would bring an end to the war in Iraq – expressed overwhelming displeasure with how Congress has handled the war, with 94% giving Congress a negative rating in its handling specifically of that issue."
Since the Liberal democrats are the only ones who could really favor Congress, losing their favor for not being aggressive enough would really show with really small numbers.
And, as always, people are going to disapprove of Congress as a whole but approve of their own Congressmen. As always, those other Congressmen are the problem. Results: being in Congress is about the most secure job that there is.
Unless a Congressman's own numbers are slipping, what reason does he or she have to worry about Congress' approval ratings?

I like Ann Coulter's prescription: shoot them all for treason. (She didn't say that? Well, she could have, and it's all the same to her.)
Shoot them at the end of their term, or the beginning, see if I care.
While you're at it, let's have a show of hands for every idiot who believes Pat Robertson, and shoot them for treason too. Any asswipe who believes a Federal judge is more dangerous than a terrorist needs a cap busted in their ear.
