European Economic Community will bring up fuel efficiency standards in which automakers have to meet the goal of 47-miles per gallon. Its doable. I'm putting my money on the Euro.

Possible answer: it could be because Toyota enjoys the patents to all the technologies needed to change, that changing fuel mileage might involve huge lawsuits if not crippling royalties.
