Every new TER member starts out moderated, and stays that way until the moderator of one of the regional boards chooses to unmoderate him/her.  Each mod has his/her own criteria in making this decision.  Some proactively  unmoderate users, others wait for them to ask.  I see that you've posted a good deal on your local board, so I think it would be worth a PM to the board's moderator to ask to be ungagged.

As for the order of the replies, they appear in the order in which they are posted.  So yes, if there is a delay in approving your post, several replies may appear before yours is finally added towards the top of the list.

Now for the amount of time it takes for your post to appear - mostly it is a matter of when you post in relation to the moderator's schedule.  We are volunteers and have real lives.  We are required to go through the approval list at least once every 24 hours.  Personally, I clear my queue before I go to work and when I get home in the evening.  A message posted after my morning check may have to wait 10-15 hours before I check again in the evening.

My posts take much longer to show up. Sometimes I reply to a thread and see reply after reply pile up, then between 45 minutes to 4 hours later, my reply shows up at the very top... based on the timestamp it's obvious I replied before any of the other posts.
