For adult body rub nude reverse, which I seek, Mississauga with about 90 yr old mayor is very liberal and can advertise prices for nude reverse, neuro etc on the menue with no issue. Toronto itself has more restrictive licensing bylaws especially for strip clubs but rarely enforce since could be challanged.
The Toronto airport is in Mississauga and I tend to stay within Mississauga with the most liberal bylaws with the great mayor!
