As WT-101 wrote, a blocked-call prevents your number from being displayed by caller ID (it will instead display "private"). If you block your number when you call an SP they will not be able to call you back. FYI: most SPs call you with their number blocked.

And it doesn't matter that you are not in the phone book, or on any do-not-call lists.

Most SPs who you contact by email will answer you in the same way. Some will give you her number to call, and others will ask for your number to call you. It all depends on the Lady.

Assuming you are a newbie without references I suggest making initial contact by the SP's web-page. If she has one, it will likely include tips for the best way of getting in touch with her.

Just what is a "blocked call"? How do I know if I'm impeding a provider who would otherwise return a call? My number is not listed in the phone book. I'm also not registered on the "Do Not Call List". In spite of this, I've provided providers my number a number of times, without a response. Do providers answer emails with phone calls? Please recommend.

Well I am no expert but a blocked call is when you specifically set your phone to not let people with caller ID see your number, usually done by dailing *67 before you dial the number.

A blocked/private call shows up "unavaible" "unknown call" etc.

Those do not get answered.  If no message explaining who it is, reason for the call, number and safe time to call back, dont call back, etc...they get no return call.  

You want a response?  Unblock your #.  Leave a msg with a number to call back.  

Why should you be able to call a provider, but the provider not be ablwe to see who is calling her??
