Some people need every advantage they can get, and it's certainly safer than penis pumps, surgery, or quack-drugs.
For me it made no tactile difference. I cannot speak for a woman as I am not a woman. One thing I can warn you about though is the real possibility of razor rash. When I first shaved my pubic hair, the razor rash was so irritable I would claw myself to the point of bleeding. There are aspirin based anti-inflamatory sprays that may help you to avoid this, though I have no experience with them. You may want to try taking a set of electric clippers to your pubic hair before you decide to shave to the skin. Clippers did not work well on my scrotum. The clippers tended to nick the wrinkly skin. I would try the clippers on the pubic hair first and use a razor on the scrotum hair.
after the first few times, i now shave once a week or so and no razor burn. use a new sharp razor and shaving cream. I typically will use a good moisurizing lotion after also..i have beetter feeling and sensitivity plus having a womans juices run all over my nuts when having sex is a great feeling also

This is a very simple approach which I've been using for several years with very few nicks or razor burn.
Usa a sharp but "dry" razor. Dry is the key. Softly stroke the dry razor over the intended area making very light contact with the skin. It will cut the hair fairly close without nicking the skin and you can do it on sensitive areas all around your privates.
For loose skin like the scrotum, use one hand to pull the skin tight as you stroke the razor with the other.
If you're very careful, you can even use this approach on the openning to your anus without nicks.
