It's hard to know just what happened here, but the police are allowed to set up stings like this.  The fact that she didn't take the money may be helpful since may mean she didn't commit prostitution here. (I say "may" because she might have at least taken a look at the money first or otherwise verified that she had been paid without actually picking up the cash.)  But even without taking the money she can likely be convicted of prostitution.  

She needs to get a lawyer right away.

you can get up to two years but that is abnormal but they keep that for providers who they really spend time tracking down

That depends.  What state is one in?  What kind of criminal record does one have?  What other crimes, if any, was one accused of committing at the same time?  Was one carrying a gun?  Is one registered as a sex offender?  Was one close to a school or church?

One should provide some additional information if one wants a useful answer.

just would like to know I just talk to a girl Who was  arrest in her home  BH CA. A guy showed  which she did not think she had a meet with. Once in the house he said  he was a little nevers. She said would it help if i took off mine cothes she did He left a second latter the cops where there was  no money enchance but it was left. Any legal why out cause or who set her up She is some i see  Not any more What meet be  fine or anything else

What is BH CA?  In general, these posts are meaningless without identifying what State is involved.

However, what you describe sounds like they have ZERO case, and will lose.  Of course, they can always LIE about what actually happened.  That's why if I were a provider I would keep a tape recorder running, hidden somewhere, and NEVER go to a guys' place or hotel, because it can be as set-up.

However, unless the cops "testi-lie" and make things up, it sounds like they can't possibly prove anything illegal.

But you have to understand that the vast majority of people don't fight ANY type of charges.  They just plead guilty and pay the fine.  So the cops are used to the fact that they rarely have to actually prove that their case has merit.  So they may figure what the heck.  

Of course, if she advertises, the police can put the total picture together, including what she may have said on the phone and any advertisement.

What state and county; it varies widely

In California its a misdeaminor, no jail, unless 2nd or 3rd time, if your a traveling escort and get busted, it's a felony.
Its best to go to trial (don't let your attorney tell you otherwise, if he does it's because he either has no experience in a courtroom or he just doesn't want to bother). With that kind of legal hire. I would dismiss him and look elsewhere. You can go to court yourself and plead not guilty until you find a decent attorney.  Because most cases get dismissed or thrown out.
