You can try an agency who will whitelist or give references, but they are hard to find.
Some other suggestions:
Become active (passively) on your regional board so that your handle becomes known. Get a VIP and start selectively PMing providers in your area.
Also, you could play the TER / CL match game, by matching known TER providers with any CL ad they may run- typically, those providers will have less strict screening. They will still screen, but they may not demand references. Once you see them, they should provide a future reference should you earn it. You only need one to start the ball rolling.

This is my first time and I've look forward to this trip as I had read TER and found two providers that I liked. However, both have said no as I have no references. Seems like a Catch 22. How does one get started.

with no reviews, i know the feeling...just stay at it..things will pan out for us.
I wonder which barrier is the hardest to break through....is it the gent who cant get a date because he has no references or the newbie provider who cant get a date because the gents are afraid she is a dud or LE???
a "First Timers Board", a place where a first time hobbyist can get a date with a first time provider. Yeah, they can both get their feet wet, so to speak.
As an almost-newbie I can suggest:
Try an agency, because they're the easiest to contact and easiest to use. Use TER to check out the girls and be sure that they meet your standards. The goal is to have a good time, not improve your standing on TER, right?
Keep trying with various independent providers. Send them emails through whatever mechanism is right for them. Be polite, write in compete sentences, supply ample information about yourself so they can check on you, etc. to help them make the right decision.
Don't try to snag the best the first time. Some providers are clearly at the top of their game and have a loyal clientelle. You probably won't be able to catch their attention right away.
Welcome to the club. First you should read the past few pages of this board as this subject has been covered several times. Long story short, keep looking til you find providers who are willing to screen you with other info. in lieu of references, after you have seen a couple of those then you will have your references.
by joining one of the verification sites, such as Date-Check or Preferred411. Then find a lady on the site who has good reviews on TER. Both sites have direct links to TER.

I'm in the same boat... not to add that I'm not rich enough to hobby frequently, so the "reference" that I would get might not be available to my second provider (I'd say I could afford seeing a provider twice a year).
