I am relatively new to Portland and can provide my 2 cents on this.  I've used TER for a while now, and moved from the midwest to here a short time ago.  I too noticed little activity on TER.  I was able to find a provider and when I met her who happened to be on TER, and she indicated that Portland and the Pacific NW doesn't really use TER, but they use a different board.  I don't think I can say what board that is (PM me if you want to know), but she was right.  I guess it's a regional thing, and Portland isn't a TER region (yet).  There's plenty of action, believe me, it's just not on TER.  
Since then, I've met a couple of other providers who had never heard of TER at all (I use my reviews here as reference), until they met me.  YMMV of course, but that's the lowdown.  To the TER moderators: hey, I'm trying to spread the news about you guys, not send people elsewhere - you should thank me!
