Arrest reports are generally public domain meaning that anybody can find them out.  My hometown paper used to publish every ticket/citation issued by the cops, AND arrests made for various crimes.

As for how you can go about getting this, well I can't help there.  This information is public domain but I've never pursued it so have no first hand experience.  Calling your local LE office should get you the necessary procedures.

Does anyone know if the public can get information pertaining to arrests? If so, how would one go about doing this? Any information would be appreciated!

If you know the county in which the arrest was made and if you know the case number, assuming there was a case after the arrest, the case file is usually available to the public wherever the county keeps those files.

Exceptions are files of minors or rape and, I think, in some places divorce.

Actually if you have some info on the person there are online services you can run seraches on.  You have to look at background chenk services.  I ran one on an old girlfriend and came up with an embezzelment arrest and conviction.

Actually thought about that. I wasn't sure how accurate those were.
