I personally don't use any of the Verification services because they are not a big thing where I am (Boston), but I have talked to visiting providers about it (you gotta talk about something between pops). It is my understanding that most ladies will use the verification without the OK's, but will ask some further questions if they feel the need.
You may want to try an Agency first so that you can get your feet (or dick) wet with minimal worries.

It seemed that I saw 411 mentioned more than other verification services, so I went with it. I'm just starting out in the hobby, and have no references yet. Will the providers listed with 411 be satisfied that I've been verified but have no "okays?" Also, will independent providers not registered with 411 be able/inclined to use my 411 verification instead of going through the whole screening process again?

I have 13 White List Referrals here on TER and 25 Date-Check Verifications and I still have to provide info to some ladies. Every lady has her own standards for verification.
The more verification you have, the easier it is with most ladies, but some ladies don't use, or trust verification other than their own.
I had one lady I wanted to see and she required so much info and 3 provider references above and beyond my Date-Check Verifications. Well I thanked her for her time and moved on, but that is her perogative. She is the one in the catbird seat, she can ask for whatever she wants.
So yes, you will find people who will take what you have and you will find some who want more. Keep looking until you find someone who will work with you and then make sure you ask her to be a reference for you in the future.

As a Newbie, I also chose p411 as my first step in verification, and ultimately it has provided fantastic results (I am not a Newbie anymore!).
I have found it to be an EXCELLENT verification service that has the TRUST of the SP's who belong as members. Who could give a higher recommendation than that!?
Of course, it does probably depend greatly upon your actual location. Perhaps you could try your regional board, and ask some of your neighbors what they think!?
