Of course they can touch.  You're thinking in terms of law, instead of in terms of "might makes right" and what people can get away with.

Warped ethics, yes, but then what kind of person would harrass providers to begin with?  "The law is the law" one might say, "the cop is just doing his job," but then why isn't he out there enforcing 100-year-old laws about women drivers not having a man with a red flag precede her horseless carriage?  The type of LEO that you need to be concerned about in this specific context, is going to be a very "special" kind of person.

Don't expect such a person to provide a truthful account of what actually happened, were it to go to court.  That would be embarrassing, and bring up the question of entrapment.  Therefore, they're going to present evidence that supports the assertion that the provider committed a crime, and that is ALL.  If he touches you, the only evidence you're going to have is your word.  He's not afraid of your word.

I was talking with a provider and she told me that she had been arrested in a sting a few months earlier.  She was asking LE questions thought that cops could not lie about being cops.  Now I know, or at least believe, cops can lie while undercover.  Well, to move on, she said he lied about being a cop and she asked him to touch her breasts, so the cop did.  She thought she was good to go,,,and the next thing she knew she was under arrest.  My question is, can LE touch, and if so, what can they touch before it goes too far.

Depends upon what is legally considered a lie.  Just like any other profession, not all undercover cops play by the same rules.  There are so many unfounded rumors in this business about what undercover cops will or will not do to record an arrest.  Also, there is ignorance.  I once talked to a provider who had been told by a "wise" person that prostitution was legal everywhere in Nevada.

THe first time I got busted, the LE showed me his private, let me touch it, then he told me to undress myself, that's when he zipped his pant up and other cops came in.
He even lied about being a cop.
Yes cops lie and sometimes the whole department lie, too.
I heard one girl got that cop fired because she recorded he cop having sex with her, and she showed it to the judge, but how many providers record all clients she sees?
