TER loves to enforce stringent rules, and normally I wouldn't suggest new rules, but I'm sick of reading fake reviews.  Here's my suggestion:

Reject all provider first reviews by first-time reviewers.  There is a plague of fake AMP reviews from first-time reviewers.

After this, only accept ONE first-time review if a provider already has ANOTHER review from a multi-review hobbyist.  Of course, you cannot determine scientifically if a review is real.  However, you can require a 50% quotient of reliable reviews from multi-review hobbyists.

Here's another suggestion which might be less severe:

Flag (with some indication -- *, ?, whatever) any reviewer who only has reviews with the same agency (maybe only if he has fewer than 3 reviews).  I've found that most questionable reviews are like that.  For example I just found two recent reviews to girls from the same phone number by the same guy.  Each of these girls was given 9's and 10's and had only one review by the same guy that had only reviewed those two.  To say that I was suspicious would be putting it mildly.  At least flagging such suspicious reviewers would alert the unsuspecting.
