Sure there is a risk involved (unless you stay home and not see anyone ever, lol!).  Just because this law is not being enforced presently in Montreal does not mean that it couldn't be, or that it won't be one day - although highly unlikely in my opinion, it is possible.

But again, you have to get caught.  And caught directly in an exchange of sexual services for money.

If I was a super careful client, there are some simple measures I would take to protect myself:  

 - look only for well-reviewed and established independent providers (I don't necessarily think that the agencies are less safe, but they are not as discreet so could be riskier.)
- do not discuss fees or services with the provider (to know about services, read reviews, for fees, refer to her website)
- avoid bargains! (it seems every time I read about a bust in the US, the incentive was a cheaper than market rate)
- use outcall to a reputable and busy hotel (avoid cheap and short-stay hotels which are known for this type of activity...and while I think most incalls are perfectly safe, risk is minimized further by meeting in your own location - busy hotels are less likely to notice girls coming and going)

As far as crossing the border, it goes without saying that you should not be carrying notes and phone numbers, or anything that would indicate you are planning on hobbying in Canada.  

In the majority of my meetings, there is no exchange of services for money.  I simply "find" an envelope that I slip into my purse when I leave. ;

I have avoided Canada as a whole, and Montreal specifically, since c-36 came into effect. Where as before it was only incalls that were illegal, the new law criminalizes the client regardless of incall/outcall. There are also a number of other provisions in the law that seem contradictory and just plain confusing.

From what I have heard from people in Montreal, little has changed since the law came into effect and that enforcing c-36 is not an LE priority. The same may not be true for the rest of Canada. It is true there was a major bust that involved several agencies recently, but it was an RCMP operation that targeted a sex trafficking ring. To my knowledge that bust did not benefit from any provisions in c-36. Do keep in mind that the law does put you in a very vulnerable position with respect to scammers and B&S, so seeing only established providers becomes even more important. I may return to Montreal if the pattern of non-enforcement holds.

Paying a provider for sexual services is now an illegal offence. The client would be charged, but not the provider.  Supposedly we are "victims" and need to be rescued, not punished.  (Don't even get me going on this...)

However in Montreal at least, LE is only concerned with cases of trafficking, under age, etc.  

Besides, purchasing companionship is still legal ;)  Stick with reputable and well reviewed girls, and don't discuss services openly, and the risk is minimal, if that

the problem is risk vs reward.  are you aware that the penalty is up to FIVE years in prison?

If you are looking to spend an amount of time that is not advertised in the price list, then discussing fees is inevitable. In addition to what Tianna mentioned, I would add that the computer/tablet I arrive with is different from the one I do all my searching and correspondence from.

I would however downplay the risk from established agencies in Montreal as they do not verify your personal details the way an indy does. Hence their discretion or lack there of is largely irrelevant.

Wish I were coming to Montreal. But, alas, heading for Toronto. From what you have heard, through the business grapevine, are any of the girls being harassed or arrested by LE? Every once in awhile you read about a sting where both escorts and their customers are arrested? More in the US where I live. But, Canada does have some.

Hi. I followed this link from another region posting.

It seems that in the time that has passed that it IS possible for a lady to be arrested (in SW Ontario anyways and if i recall she was a street worker??). And harassed. She just cannot be convicted once she gets before the court system. So as you can see, the lady has a lot to risk too. No one wants to be hassled by LE when they are only trying to make a living. So a lady has to take every precaution the same as always.

No, for the most part, the girls can no longer be arrested.  I haven't heard of any girls being harassed by LE.
The only noteworthy activity here involved a couple of agencies, and that was part of a trafficking investigation, which commenced before the new laws were in place.  It really is business as usual here so far, and to this point there have been no indications that will change in the near future.
