If you open up your message, there should be an "edit message" option on the toolbar.
I submitted a review before carefully editing and included a couple mistakes that I would like to correct but TER staff has replied that I can not edit or delete posted reviews. It looks like if I see the provider again and submit a new review then my old one is replaced.
Can someone give me some guidance?

That can be a few hours to a few days. Once the review posts, the edit window is gone.
One is (as you mentioned) you can write a new review of the same lady. It will replace the existing review. You don 't get free VIP credit when you re-review the same lady. Of course the new review shoukd be for a new visit.
The other option is to ask TER via. "contact us" to let you edit the review. Tell them why you have to edit it. If it's some small issue they probably won't allow it. But if it is something major, they usually will. In that case what they do is they put your review back in the edit mode, and that allows you to edit and resubmit it.
