Some confusion Outcall Vs Incall

Hello all!  So as a Vermonter we have the ability to get "Enhanced ID's" which serve as driver's licenses as well as cross the border into Canada.  Knowing Quebec's reputation amongst hobbyists, I am tempted, but I am confused.  Hopefully someone can clear this up for me  . . .

So as I understand it, Outcall is legal in Quebec, but incall is not?  Is this why agencies only offer outcall, whereas independents are willing to offer incalls?  And I assume if that's true, I should probably be a little suspicious of any agency saying they offer incall?

Basically that is correct.  Incall is not legal as it is considered a "bawdy house" which is illegal under Canadian law.  However some of the reputable agencies do offer incalls, as they are presently not being targeted by law enforcement.  

Chances are you aren't going to run into any problems in an incall situation, but it's so easy to arrange outcall with either an independent or an agency, why not just do that?  There are reasonable short-stay hotels available if you are making a day trip.
