The tweet contained a strobe which the vile righty sent to induce a seizure in the reporter, who he knew had epilepsy. The reporter did in fact suffer a seizure because of the tweet.
Why did this vile rightard commit this act of violence? Because the journalist had written about Trump's conflicts of interests. Vile rightards don't care about human life (only fetuses). They resort to violence when someone disagrees with them. They're nasty creatures who crawl out of their basket of deplorables to try to kill people who dare to have different opinions.
What's even more concerning is the fact that according to the article 40 more such tweets were sent to the reporter.

The crime is complete if it can be proven that the suspect sent the tweet and whether it can be proven that he had the intent to kill or cause bodily harm. The FBI has shown that they have evidence that proves the requisite elements of the crime. That's why they arrested him.
You should hire a lawyer for the suspect and tell him to use the defense that the reporter is a liar and an asshat nutter who was lying about being injured.
