It sounds like they don't have much of a case although she did have an ad on the Net and showed up at the set place.  (May be hard to convince a jury that she wasn't doing this for money).  She wasn't cited for Prostitution, which is a good thing and, if she has no 'priors', she's looking good as far as penalty goes.  Escorting without a permit is not that big of a deal and there is usually a small fine involved and a short period of probation.  The problem is, if it happens again, she'll have that on her record and it won't help her in a second case.  When it happened to me in OC, I went to the city that it happened in and tried to get the required 'Escort Permit' that I had been charged with not having.  Kind of thinking of it as a fix-it ticket.  Come to find out there was no such permit to be had.  The case was dropped after repeated attempts on the Prosecutors part to have me plead out to an even lesser charge such as jaywalking or some such thing, I forget.  I just kept saying 'No, this is not right, take me to trial.' Of course, they didn't want it to go to trial, so they finally dropped it.  How  could they charge me with not having and Escort Permit when there was no such thing as an Escort Permit.  That was the basis of my argument and I had a public defender that wanted meto take a plea and be done with the case but I just kept saying that I wanted to go to trial and the whole thing was finally dropped.  Hope this helps.

Help Help Help....................Legal advice etc.  I have a friend who was set-up to be busted today for her escort ad on eros.  They called tried to ask for what they get for $300 bucks on the phone.  Reply was lots of fun, she arrived asked to sit down.  Cop pulled out money.  She then excused herself without saying or touching the money to go to the bathroom.  Cop panicked and said what do I get for $300, do I get to fuck you.  She kept walking to bathroom where cop number two waited and then proceeded to cuff her while cop 3 came out from behind the curtains.  They then tried to get her to confess that she has sex for money.  She didn't, they found condoms and that was all.  She did say she maturbates for clients and does massage.  They gave her a citation without booking her or finger printing her or taking her down to the station.  The citation states Escort  service without a permit.  LAMC 103.107.1  She has a court date set for the ticket in January.  Can anyone explain what this means to her and what can happen?  What should she do when going to court?

The Los Angeles Municipal Code Section you cite can be read on the internet.  Look for section 103.107

It requires one who works as an escort to get a license and pay a fee.  It seems to require all escorts to work for an agency, and makes no provision for independent escorts.

No penalty is specified, except loss of license.  Perhaps a penalty is specified somewhere else in the municipal code or in the California statutes.  Usually violation of a municipal ordinance is punishabe as a "civil infraction" or a misdemeanor.

You should consult an attorney for more detailed advice.
