First I would certainly recommend Andrea Adams if you want a little bit of travel. If you are confined to DC then you should certainly give Mistress Tyler consideration. She has a well equiped dungeon in the heart of DC and is well reviewed here on TER. Also I have seen The Countess, also on TER, a number of times.
If you can travel to Fairfax County then Mistress Tiffany would be an excellent choice.
