Latina is a broad classification, and it is possible to be the daughter of Swedish or Russian or German immigrants to Chile, and be a 6'-3" blonde haired blue eyed Latina... technically.  But those are Latinas who do not "look" Latina.  European Latins / Mediterraneans look different than northern Europeans, on average.  Latina/o generally means the mixture of those Spanish / Portuguese with American Indian, in varying degrees.. which means Dark Hair, Straight Hair, Dark Eyes, and skin ranging in tone from fair to medium brown.   So yes, she looks Latina.

All American is a similar category.  Everyone knows this means White. America was founded as a white nation by Englishmen, with other northern Europeans (German, Irish, French, Dutch) blended in.  Blacks were slaves, Indians were competing nations vying for the same territory, and southern and eastern Europeans came much much later. Sure, America has changed, and American citizens can look like anything from anywhere, and not even speak English or have lived here since birth.  But there is a very good reason everyone knows what "All American" means.

This sophistry is like saying "African American" should apply to the blond haired, blue eyed daughter of S African Afrikanner immigrants to America, or to a pale, blue eyed Berber-American from Morroco, whose ancestors were "African" for thousands of years, or an Arab from Egypt.  OK, sure, technically.  But everyone knows that African American just means Black.
