I just received an enquiery email on ter. His email id does not come up in a search here. Is it safe to assume that the gentlemen using the ter mail are not le. How can I check him out?

If you received a "PM" from a hobbyist he surely has a VIP account. Copy/paste his moniker from the top of his PM to the "Search by reviewer" field in the "review" search features on left. If he comes up with no reviews then he is VIP solely on paid subscription.
If YOU do not have a VIP membership then what I have instructed you to do is moot.
AND you can not locate 3 reviews by him all you know is that he is a paying VIP member of TER. I assume this because you received the email via TER. Only VIPs can email.
My opinion is that he is unlikely to be LE. LE has too may free options to "do something about prostitution" to commit to paying cash monthly for TER access. But remember, be careful out there!!!.
You can still search the boards to see if he posts in discussions. That could give you a feel for his personality.
