But Iran sanctions prohibit the banks from doing this, unless they are granted a special license. If the license is granted, it is perfectly legal for the bank to do the wire transfer. The “story” that Politico broke- that there have been wire transfers from the US to Iran in the past - left out that this is routinely done on special license. Your reasoning – that, if there have been wire transfers in the past, Obama must have lied – also reflects your lack of awareness of how this is done. When Obama said the sanctions prohibited a check or wire transfer, that is literally true. What he inexplicably left out, in responding to a press conference question, is that all you have to do is get the license, and the bank will transfer by wire for you. That is what I think is the “mistake” he made. It is certainly true that the US does not have a direct banking relationship with Iran, so that part of the statement is correct. Whether the sanctions prohibited the admin from authorizing a bank to make a wire transfer is a different question. Those regs are quite complex and, in fact, some experts say they DO permit US Iran Claim tribunal payments.
No, I don’t think the President has read or memorized all those regs any more than you have. He didn’t lie- he was simply wrong, as he often has been when he –like you - makes public statements without doing proper study. See Exhibit A (“You can keep your own doctor.”).

It is a fact that there were Wire Transfers of funds to iran several months before and several months after the cash payments.
Since there were those Wire transfers to iran, presumably with a "special" licence, why was the other payments in cash?
The answer is clear obama was tying to hide the fact it was done and that he caved and was taking orders from the iranians to do so. Since it was done without obama telling anyone and it was not discovered months after the fact it is irrefutable that obama was trying to hide it.
C'mon if obama wanted to be honest, straight forward, and transparent don't you think he could have seen to it that the "special license exceptions" were granted and all the funds were sent via wire transfer? I reiterate obama caved in to the iranians and did what he was ordered to do.
