Mr. Obama contributed to that in an interview with National Public Radio in April, when he said that in “year 13, 14, 15” of the agreement, the breakout time might shrink “almost down to zero,” as Iran is expected to develop and use advanced centrifuges then.”

Presumably, the document says “yes, we will start researching state of the art centrifuges in year 8” and “yes we will start putting state of the art centrifuges in operation in year 11 as part of our peaceful nuclear program.” Depending on much they enrich, their breakout time will be reduced accordingly- Mr. Obama gave the worst case scenario- zero breakout time in year 13.
But all of this was known to the administration and, more important, disclosed to Congress BEFORE the vote on the Iran agreement. Congress didn't like it but the Republican controlled Congress voted in favor of the agreement with this knowledge.
Bottom line is unchanged- if no agreement, Iran would have the bomb now if they so desired. With the agreement, breakout time is one year for the next decade at least.

“International Atomic Energy Agency” fooled you into believing the IAEA is part of the Obama administration? We provide some funding but they are not a US flunky. As I understand it, they report to the UN but I’m not sure that they are even bound to do what the UN tells them.
