None of these places 'force' you to fuck without a condom, but it is possible. These clubs don't have the prettiest girls, but the service level (and I don't mean BBFS) is off the charts and the prices are ridiculous (30E for half an hour). There is also a small club (wouldn't really call it an FKK) that was recently started by some girls, that offer AO for a bit extra pay... and the girls are gorgeous with great service. And then there are some I've never been to.
In other clubs BBFS isn't offered openly, but there isn't a single club where you can be sure it never happens. It has sort of become a trend lately (especially with regulars). Some clubs are more known for this to happen than others, but honestly I haven't been to a club where it hasn't been offered to me (sometimes by just putting the damn thing in) or someone I know. In all honesty it isn't likely that you'll get offered it as a tourist that isn't too experienced with the whole club scene. The first couple of years I didn't encounter it at all, but at some point the way your 'dates' start out and 'develop' becomes more and more natural... which makes the girls more involved as well. Besides that I'm ever more critical about service and clubs with high service levels (and more local customers) seem to have the name that BBFS is more easily available

Majority of clubs are covered. Some AO clubs do offer BBFS but you really got to do some research to find them.
AO is the abbreviation for the German words "alles ohne" which means "all without." In context, that means without condom. AO is basically German for BBFS. AO seems to be growing in popularity in Germany, but mostly in small clubs in the Northern Rhein-Westphalia region which is around Dusseldorf. Those clubs which offer AO are usually proud of it and advertise it on their web sites and in their newspaper adds. If you are in large clubs, or even in small ones outside the NRW, you are unlikely to encounter AO. When in doubt, ask the lady at the desk when you go in, or better yet, telephone in advance and ask them. If you tell me the cities you plan to visit (PM me if you don't to go public with that) I might be able to give you more specific advice.
Covered FS is the norm. BBBJ is most commonly offered but some ladies ask if you prefer covered or uncovered oral. In my experience, hygiene is impeccable in the FKK network.
I have too have heard of these AO clubs in the Dusseldorf area and obviously would never go, but the usual "regulated" FKK do not have this.

I have been routinely offered BBFS at Dolce Vita Raubach. the FKK is close to where I visit on business, so it's convenient.

I went to this tantra massage place in Praha and when they say real tantra massage includes "lingam" massage, it is really BBFS. In Indian language "lingam" means both penis and balls. It is expensive though at $1,250 for one and half hours.
