Unfortunately, a great many restaurants who participate in Restaurant Week use it to try to turn a quick profit instead of a good marketing tool. We can't hate on them for that but it's not always the best sample of their food. The premiere restaurants either don't participate or close during this time. Plume at The Jefferson, for example, is closed for the next two weeks. Just dig through Restaurant Week menus to find some value. It can be a great foodie week if you're careful!
If nothing else, I use this time to hit up mid-line hotspots that will be less crowded during this time. Toki Underground lines will be shorter I bet, lol.
You can get a 3-course lunch for $ 20.14 at some really good restaurants. If you can't get a reservation at some of the 'hot' places, try just showing up & eating at the bar.

I don't know all of these but the ones I'm familiar with are good choices. However, Palena has gone out of business. They made some bad management mistakes and lost business. Towards the end, it wasn't nearly as good as it used to be.
Sad to hear that they went belly up. I have not eaten there in a while but drive by just about every day. When I did dine there I thought it was exceptional. If they started to deteriorate in the waning days, then I am glad that I missed it. Within walking distance there is a cute little place called Ardeo. Gonna see if they are participating in Restaurant week. If so gonna hit that place tonight.
You just about covered it..Sadly, Palena is closed for good. Bucks Fishing in the same neighborhood is a good alternative. Le Diplomat is red hot at the moment, but for everyday bistro food I like Bistro du Coin. Their wine specials are awesome. Also, it's near Provider Central (Dupont Circle).

I would be happy to. If you are in the city, the range and prices of places is enormous, so let me just give you a few:
Less Expensive: any of the Matchbox's -- fantastic pizza, burgers, etc.
Surfside (upper Georgetown) -- hands down the best Mexican food in true area
Luke's Lobster (near Verizon Center) -- very fine lobster roll.
Pizzaria Paradiso -- very good pizza
A little more coin:
POV at the W Hotel -- food is nothing but the view is incredible
Jaleo -- wonderful tapas, very inventive.
Lebanese Taverna -- excellent hummus, baba ghanoush, kabobs, etc.
Expensive (but not God's money)
Cafe du Parc (at Willard hotel) -- best steak and fritted anywhere (including incredible french fries)
Zantinya -- small plates and just really cool stuff -- very cool crowd there too
The Hamilton -- good food and great music downstairs
Bombay Club -- really fine Indian food and phenomenal service
God's Money but worth it
Tosca -- italian, elegant, just a very cool place
Fiola -- best italian in cit

Old Ebbitt, as well as Belga's cafe and Ted's Bulletin in Capitol Hill.
