Hi. I doubt anyone can actually 'advertise' on Geocities. Geocities is just the name given by Yahoo for the web sites it offers the public.   I do know Geocities web sites can and are being used for advertising purposes. That is until admin at Yahoo discover users breaking the TOS and get kicked off. They used to have some pretty cool escort groups, but it looks like they have vanished.  I may be wrong, but could it be that you heard there are ladies who use the sites for advertising, instead of 'advertising on' Geocities?
