Oh, and spending is not the only thing that contributes to our debt level. So does reducing taxes. Particularly, when you are spending more for two wars.  

Bush's numbers obviously include most of 2009 with the rationale (right or wrong that 3/4 of 2009 was under Bush's budget so of course Obama's final numbers need to run through FY 2017. So let's start with today's deficit of $19T (a little large-should actually use the debt from 2 months ago)

Bush - 42.7% of 14.3 = 6.1T
Obama - 16.8% of 14.3 = 2.4T
19 - 14.3 = missing 4.7 T

Let's use Obama's projected deficits for 2016 and 2017 = 426B + 409B = 0.84T
That gives us 19.84T total

Obama total will be 2.4 + 4.7 + 0.84T = 7.94T
Bush "real#" 6.1 = 31% of 19.84
Obama "real#" 7.935 = 40% of 19.84

But of course this analysis is WAY low since Obama's budget doesn't have the debt growing to $19T until 2021
For the end of FY 2015 the debt was only supposed to be $17 according to Obama's budget meaning his projected deficits are probably low by 75% to 100%.
Real numbers will probably be Obama 42% and Bush 30% by end of FY2017
