You don't actually have to be signed in unless you're posting something on the board or doing VIP related stuff(searches, reviews) or chat.
It could be GREEN if you are logged into TER.....sometimes I want to PM someone....If I knew they were online, I could send a PM .... sort of like a slightly delayed Instant Message system.
