Let us start with this study.
Why do you cite this study? Did you even read it? I did. It was actually quite interesting. This only documents the past years of CO2 production. It does not even come close to answering the question.  It does admit that further analyses are needed. (2nd paragraph, right column, page 4 or 5, can't remember which). It also admits that nothing being done so far has done squat to help things (my paraphrasing)

So this Cuban knows more than all the environmental experts who have for years been telling about the dangers of not controlling carbon emissions.     President Obama just announced his plan two days ago and the Cuban has already researched and found out it will cost Koch Bros more money to implement it, American consumers will pay more for energy.

He forgot to research how many Americans will get sick and die breathing the polluted air.    Add the Cuban's assault on ACA and double whammy for the Americans.   Breathe polluted air and no health insurance when they get sick.

Why not we put this punk on a raft and send him back to Cuba. ?

will be the positive results when the U.S. electric power plants reduce their CO2 levels by the required additional 32%? I'll accept either the reduction in global temperature or the reduction in the increase of global temperature. What do they say the result will be? What's their consensus?

..depends on what China, Russia, India, etc do.  if nothing, impact will be mostly USA gets to pay higher electric rates...and die on vacation, when they visit the rest of the world.
