Only unborn fetuses in an woman's womb are the safest. Politicians and activists are fighting to keep it that way. However, it is OK to kill it once it is out of the womb, either by a gun, knife or just put it in a plastic bag and throw it in a dumpster. I have seen all that happen.
Is there a compelling logic to this ?

They are all same. They kill their own people.
May be you should start calling it "Gun Culture" instead of mass shootings. The rest of the civilized world can understand it. If you just say 'shootings' they think it is street crime.
