Mongered there many times and it's no hotbed of LE. That's doesn't mean it is impossible but something ain't right.
The only way this shit goes down is if somebody didn't do there due diligence and screen.
LE just doesn't waste there time with outcall stings unless they are really tipped off to an agency or some UA/traffiking thing. In other words, somebody is doing something really stupid or really evil.

The Seattle Bust, OTO, is the result of one women telling the police that she was being trafficked against her will. That led to a lengthy investigation, including undercover LE that infiltrated the business group running one of the shut down websites. Although both men and women were arrested, it's not clear from my limited reading if the men were the businessmen "conspiring" to traffic the women or if they were poor johns nailed at an incall (or outcall). I kind of doubt that it was the latter. Likewise, I have to guess that the women arrested included the owners and operators of the agencies and maybe a few K-girls taken in as collateral damage.
Basically, the NYC "incident" and the Big Seattle Bust seem different and unrelated, for now
For very obvious reasons to other than one person here, LE busts by way of incall. In Seattle, tips led them to brothels which are onviously illegal and incall locations.
I have known numerous people who were busted over a 10+ hobbying career and in each and every one of them they were incall busts where the lady didn't screen or the John didn't do his homework.
While I can't ever rule out an outcall bust, they just make no sense to do them unless there is some extraordinary circumstances for LE to do so
From the limited newspaper accounts, I don't think incall-outcall even applies to Seattle. I think that LE had their evidence, accumulated over a period of time (probably surveillance tapes, wiretaps, etc.). Their main targets were the honchos, not the girls and johns. If there was a raid, it was probably to catch as many top level people at one time. The top businessmen might have been arrested at their offices, not at the incalls with their pants down (but I don't know the facts). If they broke down the doors of some incalls, it was probably to catch the owners on-site with their hands in the till, not in their homes where they can claim, "Yes, I am Ms. Kim Park but you must have the wrong Ms. Kim Park! ... Video? That's not me. We all look alike, right?"
I don't know how A outcall works, but if it's a bunch of girls and drivers sitting around some apartment waiting for the calls to come in, then LE would have raided that "office" to nab the owner-operator handling the phones even no customers ever set foot there. The outcall described by OP sounds like a one shot deal, maybe a single piece of evidence against the agency that sent the girl ... which, of course, now knows to lay low or screen better.
Admittedly some speculation on my part, but Seattle was not an LE sting set up in a dingy motel room or a fancy hotel room. It was not sending in one guy at a time with a tape recorder to pull out his badge and arrest one girl at a time the moment she touched his private parts. It was the result of a lengthy investigation that went after the higher ups

While yes, they do incall bust, it is cost effective for the NYPD to conduct outcall stings. They call 20 or so different women, get them all to come to one location, the Waldorf towers being perfect for this, separate private entrance, use 2 rooms, which are controlled, ensuring their safety and recording and they go to town.
There is one specific hotel chain that regularly cooperates with NYs finest quite often.
Incall stings actually are less cost effective, require more man power, raise safety issues, and complicate legality issues of its in a woman's private residence.
I'm not quite sure why instead of helping ensure women's safety and knowledge you are promoting ignorance?
The ONLY way that can go down as you describe is if the women DONT screen.

As a provider I know of quite a few women who have been swept up in several stings throughout the city. It hasn't been isolated, just not talked about

got busted on an outcall with a back page agency that wasn't screening. I believe it was the same location but this was months ago.
Guys, this is why ladies screen, or at least should. Same goes for us...never be careless with Uncle Leo. Plus that, never give references online in public forums about places to stay...not smart.
