Limbaugh clearly stated he nor anyone thought President Obama would ever declare the 22nd Amendment ineffective or null and void for whatever reason Obama might cite.  

Limbaugh said, "pretend it happens" and then moved on to his main point which was the question, "what would Speaker Boehner or Leader McConnell do after it happened.". Short answer, "nothing". His criticism during the show segment was of Boehner and McConnell, not Obama
