I guess your thinking is that an indy might be less likely to answer a call or be available on short notice. With an agency, at least the phone is manned during open hours. But that doesn't guarantee that anyone will actually be available on short notice. Even then, they might not be available for outcall on short notice (needs more prep time to be out on the street). Also, agencies do screen, so you should plan in advance for that, too.
Another possibility, even though I've never heard of anyone doing it, is to arrange in advance for an indy to be "on-call" (like doctors or other professionals are on-call) for you. Arrange in advance that she will be paid X amount to be near her phone for that evening and to respond if called into action. If called in to deal with your situation, she is now back at her regular rate. While I much prefer dealing with Independents, I need some advice with agencies. I will be in town to take out a big client this Thursday for dinner, drinks and whatever comes next. I know he is a fellow hobiest, and would love to meet with someone. I can't really set something up with an independent because I don't know what time the evening might wind down plus he might even want to meet before dinner (not to mention the screening issue). So I feel, in this situation, it would be best to deal with an agency, as they can be more flexible, however, the last big agency I dealt with in NYC closed down. I have a two bedroom apartment so in-call is not necessary. What are they best agencies in NYC? Please feel free to PM me and thanks in advance, and sorry if this question has been asked a million times (I did search, but not much turned up).
