Kadi, that's a great question.  First, of all, it's still a YMMV thing in this hobby.  If someone has a dozen pages of great reviews, and a handful of bad ones, can she still be a legend?  I say, SURE, but just because one is a legend doesn't guarantee every single person will enjoy her (take L.J. Montana, for instance--some love her, others consider her personality too brash or loud).  And, can't a guy receive a legendary performance from one who isn't a legend?
And, what about "legend-in-the-making?"  That's what I thought you were the first time we got together, at The Rio!  You weren't too well-known then, either.  And, what about our friend Nikki A?  Now, there IS a legend!  Page-after-page of 9's and 10's.  If that's not legendary, just what is?
Anyway, it's food-for-thought.  
And, make a plan for a visit in June for the SUNS-Pistons Finals, OK?  It's been a while for us.

There was a discussion on another board about local legends. So I started to think about what is that makes a lady a legend?

Is it her looks, rates, attitude, services? Or is it because someone says she is a legend so everyone else agrees?

I'd have to say that our local legend is Nikki A.  Since you know her, what do you think it is?

So I would say someone who's looks, attitude, and service that has stood the test of time. IMO a true Vegas legend would be L J Montana. And I have also been told this by other Vegas providers !. And there are several Vegas "legends in the making"..(insert your ATF).

Kadi, Its all of the things you mentioned plus tenure. You cant be a legend overnight. It takes time but the most important ingredient is that a legend has a characteristic that no one else has. Some unique feature that sets that person apart from everyone else. Im sure youve heard the phrase "a legend in his own mind" as a comment about a jerk who thinks he is God's gift to (fill in the blank) Sad for him, they really arent anything special as everyone can see when they look.
A true legend is special and is remembered long after his (or her)day in the sun has passed.
Now, I have to say you, with your savy interest in gaming to the extent you even include sports picks on your website, have true promise here lol! Ive not seen anyone else do that Kadi.  Best wishes to you! p.s. How far do you think the Wizards can get in the playoffs? (just had to ask)

I think it's a term used for providers who are popular, well reviewed etc at the time the statement is made.  I don't really think it means much beyond that.

So if a lady achieved something(good or bad) in any or combination of the four you mentioned, and 99.9% of other ladies can not follow suit (no matter how hard they tried), then she probably can be considered as a legend....

It all started years ago, in the wild west, in a one horse oasis town in the middle of the desert, in the  area that would become part of the territory of Nevada.

There in the desert stood a small building, two stories, bar in the lower of the two, and a room upstairs where it is rumored magic happened for horny cowboys, weary travelers, tired prospectors and lonely telegraph geeks.

In the bar one could enjoy drinks, music, and good game of cards though it is said the little guy in glasses cheats.  In the room upstairs one could find the pleasures of a woman of untold beauty who possessed all of the knowledge of pleasures and passions.  She was a most stunning creature that would capture the imagination of men and women alike, to gaze upon her beauty would cause pulses to quicken and hearts to race.  A mere glance from her would spark desires and lead to wild thoughts of pure erotic abandon.  After that glance though, is where the true miracle began, as she would approach the lust-struck soul, taking them gently by the hand and lead them to that fabled paradise upstairs where no matter the desire it would be fulfilled beyond what any one mortal mind could conjure or comprehend.  This woman of poise, grace and delight would become for each visitor the embodiment of their fantasies, and more.  She would provide and fulfill desire the visitor didn't even know they had until they were realised in her arms.

The small town eventually grew, and the small building is long since rased,  but to this day men and women alike are drawn to the oasis town, as the spirit of this legendary lady still breathes in the desert winds, and can be found beating in the hearts of the fine ladies that live and visit this not so little desert town and continue to fulfill the desires of the gambelers, travelers and shy, lonely computer geeks (ok...I'm just being hopeful with that last one...a girl can dream right?) and fantasy can still be realised in the arms of these luscious and provocative ladies in whom her mythical spirit resides.

Vegas is the kind of town where something lika a "Provider Hall of Fame" might work. You could set it up as an "attraction" at one of the "establishments" just outside of town.

There could be the "Brothel Beauties", "Independents Hall", etc... get a souveneir bobblehead doll of your favorite "Hall of Fame" provider.

Future Hall of Famer's would no doubt include LJ, Nikki, perhaps Air Force Amy & Sunset Thomas, and many other notables.

great question kadi.  i'd say services provided, looks, longevity and the desire to be with her.  there are a few in Las Vegas that fit the definition........... i'd say nikki avalon is in that class
