The so called cadillac plans are only give to the C Suite. Regardless of what they do, they have to pay the tax because the way it is set up.
Ordinary employees have an option now, that is ACA. Suppose, the employer increases the premiums to offset the tax and the Heath Insurance cost goes up more than ACA. Employee simply buys health insurance from ACA.
Taxes and Cadillac plan penalties for the C Suite doesn’t quite work like the paid lobbyists makes out to be. You can’t offset a tax by simply increasing or decreasing others pay because it affect other corporate taxes.
