Don't tell me he did not know about it and could have come down and stopped whatever "traffic study" that was happening (it was not). This is in spite of LE and EMS complained that they were not able to respond medical emergencies and crime.

It does not matter. It is the man who signs the bills in to law is the one responsible. Legislature had nothing to do with the GWB scandal.
