The technique of water boarding has been around for many, many hundreds of years if not thousands.
In fact the US military uses water boarding in survival training of our own military. So if you want to talk to someone who has been water boarded just talk to a special ops guy.

The question is not whether waterboarding special ops a single time as part of a training exercise is torture but whether the frequency employed on these two guys, who did not know if they woild live or not, is torture.
