If you schedule 3 hours, then expect the lady to be with you 3 hours. You are paying for her time. If you are scheduled to meet with her from 6-9, and you leave the restraunt at 7:30 and are not back at the hotel until 8:00PM, then yes, you should expect the lady to stay with you for an hour. If you want more  private time, then either pick a restaraunt closer or schedule more time with the lady (say 4 hours). Of course, if you talk with her up front and lay the facts on the table, she may be willing to accomodate (i.e. you might be her sole appointment of the evening, and she may decide to stay longer) Just dont assume that she will.

I am going on a 3 hour dinner date with a provider but the restaurant we are dining at is not in the hotel where I am staying.  If it is broken up into 1 and a half hours for dinner and 1 and a half hours for hotel time does the travel time from restaurant to hotel get factored in?  Let's say it takes 30 minutes to get from dinner to hotel and into the room. Would that mean that I have just 1 hour room time?

If the lady in question is an agency gal the clock will be ticking from the time you arrive and the date will end in three hours. If, OTOH, she is independent there is a good chance you will get some flexibility regarding travel time. As Hardy said, it's best not to assume anything. Talk it out before hand.

and often the dinner runs a little long because of waiting for the table, transportation, etc.

With a quality provider, I've never felt short changed on the bedroom end.  The time is always stretched to make sure I had a great time.

That is going to depend upon the provider and quality of service she gives... I have one for example, that I see when traveling on business who picks me up and the airport, take me to the hotel for a swim and some play, out for dinner, then back to the hotel for more play... total actual time involved usually runs about eight hours, but am clocked for four...
For any provider worth her rep, she will expand the time a bit to make sure you are unable to move after the session.

Thanks.  My provider is a well reviewed independant.  I'm guessing I won't have to worry.

Once she has screened you, check with her to be sure of the travel time issue.
