Try contacting some independents who have a long as well as currently ACTIVE review history.
These ladies will thoroughly screen you; but they often will have the savvy and take the time to work around your present "reference" shortcomings.

Yes i am new

After much research
I contacted a agancy via email
Their responce was they could not help me without 2 provider and 2 agency references
HOW IS A NEWBIE TO GET THESE ?

Even I don't have that, but I can supply 4 provider ones if that works.

And find those providers and agencies who are willing to take a chance on you by way of other info. you can give. You could also consider signing up for referal services such as DateCheck, Preferred 411, etc. Many providers will see you if you have been checked out by these services. If you are in the DC/Balt. area I could probably help point you in the right direction a bit more.

I'd say start hobbying elsewhere where they will be more willing to work with newbies. Once you have some references and contacts under your belt you can come back to this agency...IF you still want to =)

Tell them you are new... they should be able to clear you for takeoff... if not, they are probably worth avoiding anyway.  Patience is key in starting up...

When I started I called an independent who looked delicious, told her I was new and said I was willing to set an appointment for a few weeks in the future so she had all the time in the world to check me out.  I was also willing to give her personal information so she could.  One thing that helped is told her she could google me and what she would find.
 The second person I saw I did basically the same thing but because I had the first as a reference (and had written a review) she did not need any of the time.
 Moral:  Don't be in a hurry.
