It's about a free-loader, just like Bundy, who knew the rules, repeatedly broke them, got caught after thumbing his nose at the cafeteria and now expects to get off by making this thing go viral. People get tickets EVERY DAY and don't make an issue of it. It's just bad luck on his part that he chose to steal on federal property. This fool thinks he's special and is trying to sway public sentiment to his side. Consider the $525 a life lesson and move on.

Why didn't the VA have the soda fountain in an area, where only the cafeteria staff would have access to those delicious refills?

This is just another federal plot to bleed the working man's wallet.

I always ask if there's free refills, never assuming there is! Though, I think they should have confronted him first, and given him a chance to pay for the drink.
