...they investigated the shootings themselves.

Tyisha Miller with 22 bullets on December 28, 1998 for sleeping in her car with a pistol on the seat next to her. The entire LE structure is just a sewer of corruption, usurping and excessive force by a well paid goon squad of pathological bullies and sadists. An unwaivering "blue wall" in unified contempt for the citizens civil rights.

  I thought only countries run by despotic dictators with 'death squads' were policed in this way. At least that is what I was told during my school years.

No, the shootings were not “deemed justified.” All four officers were fired and the city paid the family 3 million to settle the wrongful death lawsuit;

         No, the police did not shoot her for “sleeping in her car with a pistol on the seat next to her”; according to the eyewitnesses and the forensic evidence, she had the gun on her lap, she suddenly sat up  and the officers perceived she made a movement toward the gun- that’s when they fired;

       No, there was no “unwavering blue wall”; not only the police department but also the state atty general and the justice department investigated; the latter two found insufficient evidence to prosecute but the Justice Dept publicly stated that it did not approve the conduct of the officers, or reject evidence that they had been negligent, exercised poor judgment or made a mistake.

     In short, the officers panicked and fired – but this was not a criminal shooting or the action of  death squad.

      But except for these minor details – good post

It was more a gangland style massacre. The cops may have been fired; but they just made lateral moves into another PD.

  In the 45 years I've actually been paying attention to the news I've yet seen a "report" or verdict NOT justifying egregious and excessive use of power by LE. And now they're fully militarized

...acquired a V100 Commando tank.  It wasn't in use very long because of community reaction but it inspired this hit song in L.A...

It was proudly used to erroneous ends(as usually was the case) in the Tom Hanks, Dan Aykroyd movie "Dragnet".

This is exactly the attitude by the public that allows the police to act the way they do.  They shoot first and then claim they were fearful for their safety.  You give them a free pass instead of holding them accountable for their lack of training or failure to display good judgment. Just because they are police officers and they are often in harms way, I choose to hold them accountable.  There is no excuse for this type of behavior.

All you have to do is google "police brutality" and you will see case after case where police abuse their authority, examples of non-justified shootings, examples where officers escalate confrontations instead of de-escalating them, examples where officers fabricate evidence, example where officers falsely charge citizens with obstruction or resisting arrest. Police are charge with apprehension and apprehension only not shoot people without proper justification.

Do not give these officers a pass. They should,have been fired, tried and convicted of murder.
