1) Who is safer, an independent, or agency provider?
2) What is a minimum number of reviews I should look for on an individual?
3) Are there other review Websites I should look at for cross-reference?

There is some reason to believe that LE is going after agencies more than independents as LE gets more bang for their buck that way.
Also, if and when LE does bust an agency, they are more likely to find records of clients than with an independent who truly eliminates personal records of her clients from her files.
It does affect my decision somewhat.
If you are worried about a sting, not much of any difference whether she is independent or agency. If you get involved on your local regional board you soon learn who the good reviewers are and can pm them with questions. I put alot more faith in 1 review from someone I know vs. 10 from unknowns.
